This page reads two records: the city's own application and issue dates, and 1,796 permits filed by contractors in BidBro's directory, sorted into 12 kinds of work with the value each was declared at. Together they answer what gets permitted, how long it takes and what it was worth.

How long a building permit takes in Virginia Beach

BidBro’s Virginia Beach Permit Pulse measures the days between the two on 104,888 applications filed January 2023 – September 2026. Most residential trade permits are issued the same day or the next; structural building permits, which go through plan review, take longer.

How the permit process works in Virginia Beach

  1. Confirm the work needs a permit. Structural work, additions, decks, pools, re-roofs, and new or replaced electrical, plumbing, gas and mechanical equipment are permitted in Virginia Beach. If the work is on the table above, plan for a permit; for anything else, ask the Permits & Inspections Division before you start.
  2. The contractor applies. A licensed contractor normally files the application under its DPOR licence and lists the declared value of the work. Electrical, plumbing, mechanical and gas work each get their own trade permit alongside, or instead of, a building permit.
  3. Plan review, when drawings are needed. Additions, new homes, structural changes and pools go through plan review (and zoning review for setbacks and lot coverage) before the permit is issued. This is why building permits take longer than trade permits in the table above.
  4. The permit is issued. The permit card is posted at the job. Work that needs a permit should not start before it is issued.
  5. Inspections as the work proceeds. The contractor requests inspections at the stages the permit lists (footings, framing, rough-in, final). An inspector from the city signs off each stage.
  6. Final inspection closes the permit. A passed final inspection closes the permit. Keep the record: a buyer, an insurer or a lender may ask for it.

How to check a permit

Virginia Beach publishes its building-permit applications as open data (the "Building Permits Applications" dataset on the city's open-data portal), which shows each permit's type, status, application date and issue date. The Permits & Inspections Division can confirm a permit and its inspections by address.

On BidBro, a contractor profile shows the building permits linked to that business in the public record, so you can see what kind of work a firm has pulled permits for before you hire it.

The licence behind the permit

In Virginia the contractor who pulls a permit for paid work must hold a Board for Contractors licence of the right class for the contract value: Class C under $30,000 per job, Class B from $30,000 to under $150,000, Class A above that (Code of Virginia § 54.1-1100). 2,242 such licences are based in Virginia Beach (DPOR, September 29, 2026). Every class and specialty code is decoded in Virginia contractor licence classes, explained; check a specific business at DPOR’s licence lookup.

Questions Virginia Beach homeowners ask about permits

How long does a building permit take in Virginia Beach?

Usually a day or two. On the city's own records the median from application to issue was 1 day for residential work, and nine in ten were issued within 12 days. Building permits that need plan review are slower — median 2 days, with the slowest tenth taking 26 days or more. Electrical, plumbing, mechanical and gas permits had a median of 1 day.

Do I need a permit to replace a roof in Virginia Beach?

Virginia Beach issues permits for re-roofing: BidBro's record holds 180 re-roof or roof-repair permits, declared at a median of $6,500. The city's roof-and-siding permits were issued in a median of 3 days, nine in ten within 14 days. Your roofer should pull it; ask to see the permit card before the tear-off starts.

Do I need a permit to build a deck in Virginia Beach?

Decks are permitted work in Virginia Beach: the record holds 116 deck permits (build, rebuild or repair), declared at a median of $10,000. A deck is structural, so expect plan review and footing and framing inspections; very small, low, free-standing platforms may not need one — ask the Permits & Inspections Division.

Does replacing an HVAC system or water heater need a permit?

Yes — equipment replacement is permitted as mechanical or plumbing work. The record holds 87 HVAC system replacements (median $10,000) and 168 water heater replacements (median $1,500). Trade permits like these were issued in a median of 1 day.

How long does a pool permit take in Virginia Beach?

A pool needs a building permit with plan and zoning review plus electrical work, so it follows the slower building-permit track (median 2 days, a quarter 10 days or more). The record holds 245 pool permits declared at a median of $39,000.

Who pulls the permit — me or the contractor?

For paid work, the contractor normally does, under its Virginia DPOR licence, and the permit fee is usually in the quote. A contractor who suggests skipping the permit is asking you to carry the risk: unpermitted work can fail a home sale inspection or an insurance claim.

How can I look up a building permit in Virginia Beach?

Search the city's "Building Permits Applications" open dataset by address, or ask the Permits & Inspections Division. BidBro contractor profiles also list the permits linked to each business in the public record. The issue-time figures on this page come from BidBro's Permit Pulse release, which reads the same city dataset.
