Cost data · Hampton Roads
Replacing a heating and cooling system in Virginia Beach, Chesapeake and Norfolk needs a mechanical permit, and the permit records the project cost the applicant declared. Across 4,791 residential replacement permits in Virginia Beach, Chesapeake and Norfolk, the city medians run from $7,000 in Norfolk to $10,000 in Virginia Beach.
The three figures come from two kinds of record — permits linked to contractors in BidBro’s directory, and a city’s complete open register — so this page shows each city on its own row with its own source rather than blending them into one regional number.

“Middle 50%” is the range the central half of permits fell inside. Virginia Beach: These are the permits linked to contractors in BidBro’s directory, as collected from public permit records by a third-party aggregator that keeps roughly the 20 most recent per contractor — not every permit the city issued. Chesapeake: These are the permits linked to contractors in BidBro’s directory, as collected from public permit records by a third-party aggregator that keeps roughly the 20 most recent per contractor — not every permit the city issued. Norfolk: These are every residential permit the City of Norfolk issued in the class since January 2020 with a declared project cost of $250 or more, from the city’s own open permit data — the complete public record, not a sample of contractors.

Each row is the same figure its city guide publishes, read from the same file: residential permits classified as an HVAC system replacement, counted once per permit number, with placeholder values excluded, rounded to the nearest $100 and published only at 30 or more permits. The full method, every project type and what the data could not support are on each city’s page:
Across the three Hampton Roads cities BidBro measures, the median declared value on an HVAC replacement permit runs from $7,000 in Norfolk to $10,000 in Virginia Beach. Virginia Beach: $10,000 on 87 permits, middle half $5,800–$15,900; Chesapeake: $8,500 on 104 permits, middle half $5,400–$12,200; Norfolk: $7,000 on 4,600 permits, middle half $2,500–$11,400. A single component sits near the low end, a whole variable-speed system near the top, and the final invoice is often somewhat above the declared value.
They come from different records. Read the gap between cities as a direction, not a precise difference.
Half of 13,632 Virginia Beach mechanical permits (residential and commercial) took 1 day or less from application to issue, and the slowest tenth 8 days or more. Half of 12,343 Norfolk mechanical permits (residential) took 1 day or less from application to issue, and the slowest tenth 9 days or more. Issued permits only. BidBro has not measured permit times for Chesapeake.
A Virginia DPOR contractor licence carrying the HVAC contractors (HVA) classification, at Class C for jobs under $30,000 — every city's top-quarter threshold on this page is below that (highest $15,900) — and EPA Section 608 certification to handle refrigerant. DPOR lists 466 licences carrying it based in these three cities (September 29, 2026).
