The Observatory is BidBro’s public data desk for residential construction in Hampton Roads, Virginia. It exists to publish local numbers reporters, planners and homeowners can check — each release naming its primary source, population, sample size, time range and suppression floor. One release is published: Virginia Beach Permit Pulse. This page sets out the rules every release is held to.

Published releases

Why a data desk and not a blog

Local housing, construction and economic-development reporters need current Hampton Roads numbers on deadline, and today the usable versions are buried in city reports and PDFs. The Observatory’s job is to interpret official sources transparently and hand over the underlying file, so a reader can disagree with the interpretation while still using the data. Every release is written to be quoted, corrected and re-checked — which is why the methodology is on this page before any figure is.

Primary sources

The first release is built entirely from data the City of Virginia Beach publishes itself. BidBro adds arithmetic and interpretation; it does not republish the city’s datasets as its own, and it does not attribute its own interpretation to the city. The source directory names its own primary sources — 23 of them, one per row — and re-checks every one on each build.

Each release repeats its own source list with the exact report or dataset version used, because a source that has since been updated must not be cited as though it were the one the numbers came from.

Standing rules for every release

Primary sources are named and linked, every time
Every external figure is attributed to the primary source that published it, with a link and that source’s own vintage. Where a release states something the source does not, the page marks it as BidBro’s interpretation and shows the arithmetic.
Population, window and sample size are stated beside the figure
A release states what was counted, over what period, what was included and excluded, and how many observations sit behind each number. A figure without its sample size is not published.
Suppression floor before publication, not after
Each release declares a minimum cell size before any number is computed, and rows below it are withheld rather than rounded. No bid record, contractor identity, or homeowner personal information appears in any release, table, CSV or JSON file.
Machine-readable, and readable without JavaScript
Every release publishes its tables in HTML and the same data as downloadable CSV and JSON, with Dataset and DataDownload structured data. If a fact is only visible after a script runs, it is not citable, so it is not how we publish.
Corrections are versioned, not quietly edited
Each release carries a first-published date, a last-updated date and a version history. A correction adds a dated entry; it never silently replaces the earlier number.
No forecasts, no causal claims, in a first release
Version 1 of any release is limited to arithmetic on published figures — year-over-year deltas, mix shares, trend direction. Explanations of why a number moved wait for expert review, and the page says which parts are pending.

Planned releases and their real status

Two releases are published — the Permit Pulse and the source directory above. The four release-ladder items below still need an anonymized aggregate data path that does not exist yet, so they are blocked rather than scheduled.
