Every Hampton Roads city runs its own permit office, and each publishes its rules in a different place. This directory lists the official permit, inspection and zoning page for 7 cities — Virginia Beach, Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Suffolk — plus Virginia’s statewide contractor licensing and building code authorities. All 23 links were re-checked on 2026-08-07, and every row shows the date it was last confirmed to work.

This page says where the authority is. It never says what the authority requires. There are no fees, thresholds, timelines or “you need a permit when…” summaries here, because those belong to the jurisdictions and they change them without telling anyone. Statewide: the rules every locality below enforces

Virginia localities do not write their own building codes. They enforce the Virginia Uniform Statewide Building Code, and contractor licensing is a state function rather than a city one. Both authorities are listed here because a question aimed at the wrong level of government is the most common reason a search for a local permit rule ends in the wrong place.

How this directory was produced

How a row gets in
A search restricted to the jurisdiction’s own domain, then a fetch of the candidate page to confirm it is the office it claims to be. Only pages published by the jurisdiction itself, or by the Commonwealth, are eligible. No commercial permit service, aggregator or directory appears anywhere in this file, and the build script refuses to publish a row whose host is not on an explicit list of the 9 government hosts checked by hand.
What “link checked” means
The date is not typed in. Every build re-requests all 23 URLs and records the HTTP status, the address the request finally resolved to, and the page’s own title — which is what the table displays as the link text. A row reads Checked 2026-08-07 only because a request succeeded on that date.
What happens when a government site is down
The row keeps its last successful check and is marked as not having responded, with both dates visible. A brief outage never deletes a true fact, and never gets reported as freshness either. A row that has never been reached is published as unreachable rather than hidden — a directory whose failures are invisible looks more complete than it is. As of this build: 23 verified, 0 stale, 0 unreachable.
Why there are no phone numbers
Deliberate. Numbers, staff names and counter hours change without notice, and a stale one sends someone to a disconnected line while looking authoritative. Every linked page carries the jurisdiction’s current contact details, maintained by the people they belong to.
