Cost data
What do Norfolk homeowners declare when they pull a permit for a new heat pump, a panel upgrade, a renovation or an addition? This page answers from the City of Norfolk's own permit register — 14,469 residential permits issued since January 2020, each with the project cost declared to the city, sorted into 7 project types by the permit type and work type the city recorded.
It is a different kind of record from the Virginia Beach and Chesapeake guides. Those use permits linked to contractors in BidBro's directory, about 20 per firm, ending in 2024. Norfolk's figures are the city's complete record and run to October 2026, so they are current — but the register names no contractors, so this page cannot say who filed the work.

One row per project type with at least 30 permits. “Middle 50%” is the range the central half of permits fell inside — a quarter declared less, a quarter declared more. These are every residential permit the City of Norfolk issued in the class since January 2020 with a declared project cost of $250 or more, from the city’s own open permit data — the complete public record, not a sample of contractors.

Read it as a floor, not a price. The value on a permit is what the applicant declared for the permitted construction work. It often leaves out finishes, fixtures and appliances, and it is not audited against the final invoice — so a quote above the median is not a sign of overcharging. What it does tell you is what work of that kind was actually filed at in Norfolk, which no published price survey does.
On 4,600 Norfolk HVAC replacement permits issued since 2020, the median declared cost was $7,000 and the middle half fell between $2,500 and $11,400. New installations and ductwork jobs had a median of $3,900.
The median declared cost on 1,310 Norfolk residential service-upgrade permits was $1,500; the middle half fell between $800 and $3,000.
Permits to renovate existing square footage — kitchens, bathrooms, interior rebuilds — had a median declared cost of $10,000 across 3,263 Norfolk permits, with the middle half between $5,000 and $20,000.
The median declared cost on 598 Norfolk addition permits was $35,000; a quarter declared more than $71,000.
Because the city record cannot support one honestly. Norfolk files re-roofs and solar installs under the same work type, so their values cannot be separated, and the declared value on a new-home permit is often a partial scope rather than the cost of the house. Both are measured and left out, with the reason stated on this page.
From the City of Norfolk's open permit data, published by its Development Service Center and updated on weekdays: every residential permit issued since January 2020 with a declared cost of $250 or more, counted once per permit number, classified by the permit type and work type the city recorded, with any project type under 30 permits left out.
