How much do Chesapeake homeowners actually spend on a new HVAC system, a pool or an addition? This page answers from the city's own building permits — 1,534 residential permits, each with the job value declared to the City of Chesapeake, sorted into 10 project types.
Chesapeake's permit record looks different from its neighbour's. Electrical service work and HVAC dominate it, rooftop solar is common enough to measure, and remodels are filed in a way that leaves too few to publish. Each of those is spelled out below.

Read it as a floor, not a price. The value on a permit is what the applicant declared for the permitted construction work. It often leaves out finishes, fixtures and appliances, and it is not audited against the final invoice — so a quote above the median is not a sign of overcharging. What it does tell you is what work of that kind was actually filed at in Chesapeake, which no published price survey does.
On 104 Chesapeake HVAC replacement permits filed from 2020 to 2024, the median declared value was $8,500 and the middle half fell between $5,400 and $12,200. New installations, including ductwork-only jobs, had a median of $8,000.
The median declared value on 58 Chesapeake residential solar permits (mid-2022 to mid-2024) was $38,400, with the middle half between $19,600 and $63,000. System size is the main driver; permit values are before any tax credit.
Across 173 Chesapeake pool permits (2020–2024), the median declared value was $34,000 and the middle half ran $16,000 to $47,000. Fencing and surrounding hardscape are often permitted separately.
The median declared value on 439 Chesapeake residential panel and service-upgrade permits (2020–2024) was $2,700; the middle half fell between $1,500 and $6,000.
Because the permit records do not hold enough of them to state a median honestly. We publish a project type only with at least 30 permits; Chesapeake has too few re-roof and kitchen permits in this data to clear it. Rather than borrow a number from somewhere else, the row is left out.
