Sewer Lateral Repair and Replacement with Public Right-of-Way Excavation

This project involves the repair or replacement of a sewer lateral, including excavation within the public right-of-way. An overflow device may be required to manage wastewater during the work. When excavation occurs within 25 feet of a monument, compliance with State Law 8771 is mandatory; contact the inspector prior to commencing excavation to avoid a minimum fine of $5,800 for non-compliance. All work must adhere strictly to the City of Oakland Public Works Standards, Street Excavation Rules (Revised March 2015), and City Council Ordinance No. 13300 C.M.S. Notification requirements vary by district and duration of work: a minimum five-day advance notice is required for work lasting five days or less in business or commercial districts; a 72-hour notice is required in residential districts for the same duration; and a ten-day advance notice is required for any work lasting six days or more in all districts. A valid USA (Underground Service Alert) ticket number and date must be provided to obtain the necessary permit, which is valid for 90 days. If the work is to be performed on a designated “creekside property,” a creek protection permit is required. If the property is not flagged as creekside in the Accela system but the work is within 100 feet of a creek channel, a creek determination must be conducted to assess applicability of the creek protection ordinance.
