Sewer Lateral Repair and Replacement with Public Right-of-Way Excavation

Perform repair or replacement of sewer lateral lines involving excavation within the public right-of-way. An overflow device may be required depending on site conditions. When working within 25 feet of a monument, strict compliance with State Law 8771 is mandatory; contact the assigned inspector prior to commencing excavation to avoid a minimum fine of $5,800 for non-compliance. All work must adhere to the City of Oakland Public Works Standards, Street Excavation Rules (Revised March 2015), and City Council Ordinance No. 13300 C.M.S. Notification requirements vary by location and duration: provide at least five days’ notice for work lasting five days or less in business or commercial districts, 72 hours’ notice in residential districts, and ten days’ notice for work exceeding six days in any district. A valid permit is required, which will only be issued upon submission of the USA (Underground Service Alert) number and date. Permits are valid for 90 days from issuance. For work on designated creekside properties, a creek protection permit is required. If the property is not flagged as creekside in the ACCELA system but the work is within 100 feet of a creek channel, a creek determination must be conducted to assess applicability of the creek protection ordinance.
