Sewer Lateral Repair and Replacement with Public Right-of-Way Excavation

Project details

Perform repair or replacement of sewer lateral lines involving excavation within the public right-of-way. An overflow device may be required depending on site conditions. When working within 25 feet of a monument, strict compliance with State Law 8771 is mandatory; contact the assigned inspector prior to commencing excavation to avoid a minimum fine of $5,800 for non-compliance. All work must adhere to the City of Oakland Public Works Standards, Street Excavation Rules (Revised March 2015), and City Council Ordinance No. 13300 C.M.S. Notification requirements include providing at least five days' advance notice for work lasting five days or less in business or commercial districts, 72 hours' notice in residential districts, and ten days' notice for work extending six days or more in any district. A valid permit requires submission of the USA (Underground Service Alert) ticket number and date; permits are valid for 90 days. For work performed on designated creekside properties, a creek protection permit is required. If the property is not flagged as creekside in the Accela system but work occurs within 100 feet of a creek channel, a creek determination must be conducted to assess applicability of the creek protection ordinance.
